Basic Information
There are four levels of city: Small, Medium, Large, and Huge. Each level over small requires a certain level of population to obtain. For each population level, you can add three more buildings. Thus small gives three and huge gives twelve. The population/buildings that the level gives you is as follows.
Small: 0-1,999 Populace; 0/3 Buildings
Medium: 2,000-4,999 Populace; 0/6 Buildings
Large: 5,000-12,999; 0/9 Buildings
Huge: 13,000+; 0/12 Buildings.
What does population do?
Population does several things. Populations of each location have a dominate race, which is listed in the city information. This factor can change over time, but it'll require the city to pass back and forth between factions several times, and for each faction to execute the population. The various races and their loyalties are as follows.
Anthromorphic: Rogues of the same race and Imperial Sobek
Orcs: Rogues of the same race and Orsinium
Elves: Rogues of the same race, Orsinium, and Jericho
Humans: Imperial Sobek, Rogues of the same race, and Jericho
Dwarves: Rogues of the same race and Jericho
Vampires: Rogues of the same race, Asyut, Imperial Sobek, and Orsinium.
Demons (Endless Dunes Only): Rogues of the same race, Imperial Sobek, and Orsinium.
Execute The Populace?
Whenever a faction (Empire or Rogue) captures a region, they have a choice to execute the populace of 1/4th the population, leaving, in the least, 400 citizens. This not only makes the place more loyal, due to less citzens to troops ratio, but also makes it easier to pacify if you are an outsider (Such as if Jericho takes Alexandria). The down side? If the city has a tax collector building, the money the region makes from that goes down. As well, it reduces the size of the city.
I Took A City Of My Race(Or Empire)'s Loyality, And They Still Are Disloyal, Why?
Just because you take a city that is of your loyalty, doesn't mean that it will be loyal right away. At times, at all, unless executed. Large populaces, while the majority will be of the listed race, will still have other races living there that may or may not hold loyality to their past masters. Thus a large city might still be disloyal, where as a medium might be more tolerable. (Note: Small cities are almost always loyal, no matter the conqeror's faction or race!)
